In order to implement the "Recommendations of the Central Committee of the Communist Party of China on Formulating the Fourteenth Five-Year Plan for National Economic and Social Development and Long-Term Goals in 2035" and the Fourteenth Five-Year Plan for National Economic and Social Development of the People's Republic of China and 2035 "Outline of Long-Term Goals for the Year" to promote the high-quality development of foreign trade. With the approval of the State Council, the "Fourteenth Five-Year Plan for High-quality Development of Foreign Trade" (hereinafter referred to as the "Plan") is hereby printed and distributed to you, and the relevant matters are notified as follows :

1. All localities are requested to strengthen organization and leadership, clarify the division of responsibilities, improve the working mechanism, and formulate the "Plan" to implement detailed policies and measures to ensure that all tasks are implemented and effective.

2. The State Council is requested to promote the development of high-quality trade. All member units, relevant departments and units of the Inter-Ministry Joint Conference shall, in accordance with the division of responsibilities, strengthen coordination and cooperation, form a joint force in accordance with the requirements of the inter-ministerial joint conference mechanism, improve supporting measures, and guide and support each Local governments do a good job in implementing the "Plan".

3. The Ministry of Commerce will, in accordance with the spirit of the State Council’s approval, strengthen the follow-up analysis, coordination and guidance of the implementation of the "Plan" with relevant departments, organize and carry out the evaluation of the implementation of the "Plan" in a timely manner, and report major issues to the Party Central Committee and the State Council in a timely manner.
